Balance's burst windows are relatively long and clearly telegraphed, so on-use trinkets that line up with Celestial Alignment perform well in single target. Should Celestial Alignment always be used the moment it comes off cooldown?
As a rule, yes — Celestial Alignment is your burst window and the more often you use it, the higher your average damage. Two exceptions: (1) if a phase transition or AoE window is 30-40 seconds away, holding it can be stronger, and (2) lining it up with build-specific synergies (like Dreamsurge or other burst cooldowns) is reasonable. Don't hold it indefinitely though.
